The 2011 2^nd GPEC Expert Summit: Jeju Eurasia Forum was successfully held in Jeju Hyatt Regency during October 17-19, 2011 with participants include high-profile Russian and South Korean political leaders and scholars include Russian Ambassador to Republic of Korea, Senior Councillor of Russian Embassy, Head of Trade Representative of the Russian Federation and Professors from St. Petersburg State University.

JEJU ― A Russian trade official said Wednesday that like others, his countrymen are also concerned about the political risks underlying the natural gas pipeline linking the two Koreas and the Russian Far East.

“Like South Koreans, Russians believe a political risk lurks in the pipeline project  because of North Korea,” said Mikhail Bondarenko, trade representative of the Russian Embassy in Seoul. “We had a similar problem with Ukraine in the pipeline project. One thing for sure though is that nobody can give a 100-percent guarantee for the project.” But Bondarenko noted all sides involved took the pipeline project “really seriously.” The Russian official was one of the participants of a three-day annual forum, called the Korea-Russia Partnership for Eurasia Prosperity, held on Jeju Island and lasting from Monday to Wednesday.

It was hosted by the Korean Global Foundation (KGF), in collaboration with the Global Politics and Economy Center at the St. Petersburg State University in Russia. Those representing the Korean side included Tshang C. Rhee, founder and president of the KGF; Woo Keun-min, governor of Jeju; Lee Ki-su, chairman of the Sentencing Commission of the Supreme Court and Yoo Chong-ha, former foreign minister. On the Russian side, Konstantin Vnukov, Russian ambassador to South Korea, Alexey Kartsov, professor of St. Petersburg State University and several other scholars participated.
Regarding the gas pipeline project, a source from Russia cautiously predicted that North Korea wouldn’t treat the gas pipeline project casually or turn away a rare source of hard cash.

They understand the economic gains will go far beyond the effects of short-sighted brinkmanship diplomacy, he hinted, asking for anonymity because he was not in a position to officially comment on the matter. “Russians believe that it’s not wise to kill a hen that lays eggs for dishes to meet your hunger. Hunger will go away, but people won’t have eggs afterwards.” He added that cash-strapped North Korea will act based on pragmatic thinking and won’t put the natural-gas pipeline in danger.

Granted, like some people in South Korea, he said, Russians are also concerned about the worst-case scenario that the volatile North may attempt to block the pipeline.

But the source noted as long as the North makes huge amounts of money, which some experts estimate could come to approximately $100 million a year, it would not want to threaten it.

He also pointed out that designing a gas pipeline requires sophisticated technology and thus it will be nearly impossible for those who have no expertise to cut it off or destroy it. The length of the pipeline is expected to be 1,100 kilometers in total. Of this, approximately 700 kilometers would be constructed in the North’s territory. Unpredictable, provocative North Korea could use the pipeline as a bargaining chip to get what it wants by threatening the South, say those who oppose it.

The project has been discussed among experts over the past two decades withalmost no progress.

The long-held idea recently drew fresh attention after the leaders of Russia and North Korea agreed to cooperate in constructing the pipeline during a summit held in August. Afterwards, there has been a great deal of speculation. In September, OAO Gazprom of Russia signed preliminary agreements with South Korea’s state-run gas corporation and the North Korean government to build a pipeline that would carry nearly 10 billion cubic meters of gas a year across Russia’s eastern border to South Korea via the North.

President Lee Myung-bak appears to be enthusiastic. In an interview with Bloomberg in September, Lee noted that everybody wins with the construction of the natural-gas pipeline. He said building it across the divided peninsula is realistic.

“I do not consider this a far-fetched dream,” he said. “We can buy gas at reasonable prices, and for the North Koreans, they can also benefit by collecting the transactionfee.”

Industry experts say South Korea could save approximately 30 percent on natural gasprices as a result. And Russia, too, would gain from a larger market.

그는 "극동지역 안보 위협과 직결되는 한반도 핵 문제는 러시아에도 아주 민감한 사안"이라며 "핵을 비롯한 한반도문제 해결의 최적 메커니즘은 6자회담이며, 러시아는 회담의 신속한 재개를 위해 가능한 모든 것을 하고 있다"고 소개했다. 그는 "북한이 6자회담에 참여하도록 회유하는 조치들이 마련돼 추진되고 있고, 러시아 역시 다른 당사국들과 양자 혹은 다자간회담을 통해 6자회담이 성사되도록 노력하고 있다"며 "그 결과 올 초 한반도 긴장 완화, 북한의 6자회담 재개 전제조건 철회 등 긍정적인 성과를 거뒀다"고 평가했다.

그는 "이런 결과가 불충분하다고 할지 모르지만 관련국간 입장을 좁히는 데 새로운 단초를 제공한 것은 사실"이라며"이는 올해 8월 북러 정상회담에서 러시아와 남북한 3자 경제협력에 대한 관심을 재확인했다"고 강조했다.
그는 그러면서 앞으로 필요한 정치적 여건이 충족된다면 경제프로젝트가 서로 정치경제적 매력도를 높일 것으로 확신했다.

브누코프 대사는 "러시아는 조선시대 평화적 의도로 한국에 진출했으며 조러 수호통상조약, 아관파천, 안중근 열사 등 독립운동 지원, 한국인의 러시아 이주 등 한반도 독립과 자주권 보호를 위해 많은 노력을 기울였다"며 "러시아의 과학기술과 한국의 제품생산 노하우가 만나 상호보완적 파트너로 '윈윈' 전략을 구사한다면 제3국에 첨단기술제품을 내놓을 수 있을 것"이라고 덧붙였다.

러시아 상트페테르부르크 국립대 부설 세계정치경제연구소(GPEC)와 국제한민족재단이 '유라시아 시대로 가는 한반도와 러시아의 파트너십'을 주제로 개최한 이번 포럼은 19일까지 계속된다.

참가자들은 '러시아의 남북관계와 국제적 역할', '한반도 통일과 러시아 번영의 공동이해', '유라시아 공동체 함의와 함양', '한-러 협력 프로젝트', '유라시아 시대를 위한 한반도와 러시아의 협력과제' 등을 주제로 발표와 토론을 벌인다.

이번 유라시아포럼에서는 “주한러시아대표부가 제주로 옮겨온 듯하다”고 할만큼 러시아가 의욕을 보여 열띤 토론이 벌어졌다.미하일 본다렌코 주한 러시아무역대표부 대표는 “동북아의 통합 과정에서 수요가 늘어날 에너지와 자원의 안정적인 확보에 러시아가 중요 역할을 할 것”이라며 “각국이 비교우위가 있어 최적의 조합 시 경쟁이 아닌 협력을 통한 시너지를 창출할 수 있다”고 말했다. 이부영 전 의원은 “극동시베리아와 중국 동북 3 성과의 경제협력을 통한 ‘북방경제’ 진출은 한국에 성장동력을 주고 남북 화해협력도 이끌 수 있다”고 말했다.

러시아의 역할을 놓고 신중론도 나왔다.신범식 서울대 교수(국제정치)는 “러시아는 경제, 한국은 안보에 초점을 맞춘 불일치가 한·러관계에 노정돼왔다”고 지적했다. 김덕중 경기대 러시아학과 교수는 “러시아의 대북 영향력이 현저히 커질 가능성은 그리 높지 않다”면서도 “남북과 미·중 사이에 충실한 균형자, 매개자 역할은 할 수 있다”고 말했다. 알렉산더 미나에프 주한 러시아대사관 수석참사관은 “러시아가 대규모 경협 프로젝트 같은 적극적인 정책을 펴는 것은 남북 간 대규모 분쟁 같은 한반도 긴장을 막기 위함”이라며 “남북을 균형감 있게 지지할 것”이라고 말했다.

이창주 국제한민족재단 상임의장은 “북·러관계가 개선되고 균형적 질서가 확보되면 한·미·일 공조에 의한 대북 대결정책은 바꿔야 할 시점”이라고 말했다. 구한말 ‘아관파천’에서 보듯 동진하는 러시아를 활용해 균형외교를 펼 때라는 주장이다.

“러, 가스뿐 아니라 전력·석유도 한국 보낼 수 있다”

ㆍ브누코프 대사 ‘동아시아 통합에너지체계’ 전략 밝혀 콘스탄틴 브누코프 주한 러시아대사(60)는 “아무르주 부레야 발전소 전력도 남한에 송전할 수있다. 남한이 원하면 왜 안되겠느냐”고 물었다. 그는 18~19 일 제주 하얏트리젠시 호텔에서 열린 제 2 회 유라시아포럼에서 경향신문과 인터뷰하면서 “가스·전력에다 석유까지 보내는 ‘(동아시아) 통합에너지체계’ 전략을 가지고 있다”며 이같이 말했다. 동북아 전문가라는 브누코프 대사는 “동북아 안보를 보장하는 다자간 협약도 필요하다”고 밝혀 북핵 문제를 넘어 동북아 경제·안보공동체 구축 의지를 피력했다. 한·러 전문가들이 대거 참여한 포럼은 국제한민족재단과 러시아 상트페테르부르크대 부설 세계정치경제연구소(GPEC)가 ‘유라시아 시대로 가는 한반도와 러시아의 파트너십’이란 주제로 최근 동진정책을 적극 펴는 러시아와 한국의 관계를 조망하는
자리가 됐다. 다음은 브누코브 대사와의 일문일답.

18 일 제주 하얏트리젠시호텔에서 열린 제 2 회 유라시아포럼에 참석한 콘스탄틴 브누코프 주한 러시아대사/ 국제한민족재단 제공 남·북·러의 가스관·철도 연결사업이 주목받고 있다.

“가스·전력·철도 연결은 물론 미래에는 ‘통합에너지체계’ 전략을 세워 석유도 남한까지 수송 가능하다. 여기에 남북과 중국, 일본도 포함할 수 있다. 극동·동시베리아 개발 계획은 내년 3 월 러시아 대선에 상관없이 계속 추진될 것이다.”

- 북한이 가스관을 차단할 수 있다는 우려도 있다. 해법은 있나.

“반국영 회사인 가스프롬은 확신 없이는 투자를 안 한다. 기업보다는 정부 대 정부 간 확고한 협약이 있어야 한다. 다음은 정치적 조건으로 남·북·러 관계개선이 필요하다. 우리는 준비돼 있다. 파트너들 의지에 달렸다.”

- 6 자회담이 올해 안에 열릴 것으로 보나.

“6 자회담이 언제 재개될지 시간을 말하긴 어렵다. 외교 이외에 북핵 해법은 없다. 6 자회담은 핵문제 해결에 최적의 방안이다. 올해 2~3 월 우리 인사들이 평양에 가서 심대한 논의를 했고 전제조건 없는 6 자회담 재개라는 긍정적인 움직임을 봤다. 6 자회담 당사국의 안보를 보장하는 다자간 협약도 체결할 필요가 있다.”

- 북한의 급변사태를 얘기하는 사람도 있다.

“우리는 북한과 전통적으로 관계가 좋다. 이웃인 북한의 안정이 중요하다. 북한의 안정과 번영을 바란다.”

- 한반도 통일에 대한 러시아 입장은 뭔가.

“미래에 남북이 민주적이며 발전되고 러시아와 친밀한 통일국가를 만들길 바란다. 그러나 핵
보유는 절대 반대다. 분명히 비핵화해야 한다.”
